En regardant sur des forums sur Internet chuis tombé sur cette solution (non testée, sauvegarde ta base de registre quand même avant, ou crée un pt de restauration).
En gros ça dit de réinstaller TCP/IP.

When you type ipconfig /renew, because your new modem won't connect to the Internet, you receive:
An operation was attempted on something that is not a socket.
Your TCP/IP stack or Winsock library is corrupt.
To fix the problem:
01. Use Regedit.exe to navigate to:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock.
02. Delete the Winsock key.
03. Delete the Winsock2 key.
04. Exit Regedit.exe.
05. Shutdown and restart your computer.
06. Go to Control Panel / Network and Dial-up Connections.
07. Right-click Local Area Connection and press Properties.
08. Press Install.
09. Select "disk"
10. In the writeable field type : /WINDOWS/INF
11. Select "Internet Protocol (TCP/IP)" under Network Protocol (left microsoft field),and press OK.
12. After the TCP/IP install, power off and power on your external modem, or shutdown and restart your computer.
13. If it didn t change the status... DOS MODE : ipconfig/renew and it is !
