Alors voila j'ai continuer à fouiller sur net et j'ai finalement trouver la réponse. Je l'ai trouvée sur le site d'IBM.
En gros il s'agit d'une erreur de template et il faut modifier ca dans domino designer par l'admin.

Problem
In Lotus Notes®, you are using a mail template in Spanish, Portuguese or Italian. With Notes open/minimized and set as the default mail client, if you write a memo in your web browser and click the Mail To or Send link, the following error message displays:

"Special database object cannot be located."


If you click OK at this message, the following error displays:

"Cannot execute specified command."

In one particular case involving the Italian language template, the issue only occurred after an upgrade of Domino 6.5.4 FP1 on top of a previous 6.5.1 application and reapplication of the language pack.

Cause
This situation occurs because the memo form is not designated as the default form in Notes.

Solution
This issue was reported to Quality Engineering as SPR# JFRA6VTDU8.

Workaround:

1. Open your mail template in Lotus Domino Designer® and open a memo form.

2. Go to Form Properties and on the Form Info panel --> Options, check "Default database form."

3. Close the form and click Yes to save the changes.

To ensure template changes are replicated, run the Design task on the server and on the local copy of your mail file, if there is one.
